The HSE Advisor – Contractor Safety Management in our US Onshore Resources & Carbon Management (ORCM), HSE Business Unit based in Midland, TX is responsible to work with the ORCM Business Units (BU) to ensure implementation of contractor safety performance expectations. This position requires an advanced understanding of industry-specific regulations, protocols, and best practices to mitigate risks associated with hazardous environments and activities. The HSE Advisor – Contractor Safety Management collaborates closely with various stakeholders, including contractors, business unit operations personnel to implement and enforce safety standards throughout our contractor partners.
Key responsibilities
The purpose of this role is to enable HSE to deliver a robust contractor safety program through collaboration and engagement with Operations and HSE by:
1. Review, understand and implement the full contractor safety management (CSM) program and associated procedures.
2. Collaborate with the full ORCM HSE department on effectiveness and accuracy of the CSM programs
3. Collaborate with contractors on the requirements of the Oxy CSM program and associated procedures
4. Conduct independent Oxy Contractor Field Assessments (CFA)
5. Use and interpret contractor performance data to help identify deficient contractors
6. Train selected HSE personnel to efficiently conduct CFAs
7. Work with Audit team to select low performing contractors for CFAs Safety Engagement and Management Process (SEMP)
8. Assist operations champions with understanding their roles in the CSM and SEMP programs.
9. Provide general support within the Contractor Safety Management Team including:
a. Managing or assisting with contractor’s data from Oxy’s TPS Alert and contractors that are not in compliance.
b. Participate in Contractor Audits when available
c. Review Contractor Audits for possible CFA needs
Qualifications
1. HS Diploma/GED required, bachelor’s degree in occupational health and safety, science, engineering, or other related field preferred. Advanced degrees highly preferred.
2. 8-12+ years of experience in HSE with at least 5-8 years in leadership roles.
3. Proven experience working in field operations with contractors/vendors, influencing various levels of both operational and HSE teams.
4. Professional certification(s) highly preferred, such as ASP, CSP, CHSO, or PMP.
The Successful Candidate will have:
1. Demonstration of a thorough working knowledge of HSE activities within an oil and gas context
2. Effective interpersonal skills, with a proven ability to influence behaviors to create a safer working environment
3. Capability to provide HSE training and support for field personnel in addition to third party contractors
4. Clear and effective communication skills (written and verbal)
5. Collaboration skills to be team oriented, flexible and able to work with minimal supervision
6. Willingness and ability to learn and take on more complex tasks
7. Initiative and be a self-starter who can work with minimal supervision
8. Bilingual (Spanish) communication skills (recommended but not required)
9. Willingness to travel up to 40%, typically in-field within the Permian Basin
Desirable criteria:
10. Experience working with different parts of the Oxy business, particularly in field operations.
11. Experience with the development and delivery of historical contractor safety management program(s).
