Airswift has been tasked by one of our major Oil and Gas clients to seek a Company Site Representative, to work in their facilities located in Luanda, Angola.

QUALIFICATIONS:

  • Master’s degree in engineering
  • Professional experience: Minimum 10 years in the Oil and Gas industry. Master in projects, HSE and Quality domains
  • Languages: Fluent English; Portuguese and French would be a plus
  • Good intercultural skills with ability to understand and work with Contractors and personnel from different countries

ACTIVITIES
1. To promote safety culture within the project and his/her activities. Lead by exemplarity to have contractor and colleagues adhering and contributing. To adopt & demonstrate an exemplary behavior with regard to HSEQ rules and requirements. To participate and to promote Safety and Quality culture program (FOCUS).
2. To ensure that safe and ethic working practices are carried out within the activities that he/she is managing or interfacing with. To guarantee the compliance on his/her activities
3. To ensure that state of the art, referential and local rules/laws are complied with and captured in all contractual requirements
4. To work by anticipation. To assess and to identify risks for the Construction’s activities and manage associated mitigation actions at his/her level.
5. With the spirit of values, to establish and manage his/her activities motivating his/her counterparts and to work diligently to meet the targets of the Projects.
6. To promote digitalization and innovation as far as compatible with good enough approach for all activities. To seek optimization and savings all along the different phases of the project. To focus on costs without impairing QHSE objectives
7. To keep package leader and all parties (as required) informed regarding ongoing activities status and advise of HSEQ related actions/decisions.
8. To monitor Contractor and direct Subcontractor’ man hours spent on construction activities to compare with estimates and establish a man hours per equipment trend at the end of the project (as feedback for headquarter).
9. To identify technical, procurement or resources bottleneck which could lead to schedule slippage
10. To timely review the documents issued by Contractors and main Suppliers (Subcontractors and Vendors), for compliance with CPY and Project requirements and raise consequently all necessary comments.
11. To ensure that Contractor is enforcing his contractual commitments, is implementing properly his overall responsibilities, Contract inspection plans and objectives and is safely, properly and timely performing his activities as per Company specifications, design and codes.
12. To challenge Contractor and suppliers on overall quality control performance and inspection activities, and to perform routing and random inspections in this regard.
13. To support and enforce the Project Quality Management System. To promote the Project Quality Policy and Objectives.
14. review any problems or reported difficulties. To analyze / resolve issues and problems highlighted during the construction activities. To follow and expedite the remedial actions from finding and observations during the Audits or other activities.
15. To ensure QC is performed. To keep track of any technical deviation from Contractual requirements, including supporting documentation such as mark?up, RFC, RFD, Quality Notices.
16. To follow?up the reported Project non-conformities, derogations, correctives actions and punch lists related to welding, material and testing activities. To possibly involve in the root cause analysis. To chase?up when necessary, the closure process of actions.
17. To interface with Certifying Authority for Subcontractor/Supplier assessment of conformity. To ensure that certification requirements are fully implemented.
18. To monitor Company items management in liaison with Flowline package Lead and all parties (as required)
19. To ensure confidentiality of all the documentation produced (whatever its support)
20. To gather ‘lessons learnt’ and provide feedback to other entities as required
21. Monitor and control yard construction activities to ensure that execution of fabrication, testing, commissioning, lifting and load out are in accordance with the project design requirements and schedule

ACCOUNTABILITIES
– Above all, the Service holder is accountable for demonstrating, individually, an exemplary behavior with regard to HSE rules and requirements.
– The Service holder is responsible, within the SURF team, for supervising, controlling and monitoring of fabrication and testing activities at the CONTRACTOR yard in Luanda, Angola (welding qualification, subsea structures, wet parking frames, spool, installation aids…).
– The Service holder shall be fluent with the contract and technical requirements. The Service holder shall ensure that Contractor is delivering the work in line with the relevant contract requirements (H3SE, quality, and schedule) and approved project procedures (ITP, FAT, EFAT, SIT, SRT…).
– The Service holder shall monitor Contractor’s organization to ensure that adequate skills and experience are available and properly organized to carry out the work in line with the contract’s requirements (H3SE, quality, schedule).
– The Service holder shall monitor the importation of goods and components.
– The Service holder shall ensure the correct Handover, preparation of equipment for transportation or offshore deployment (onshore preparation only) and preparation of all necessary documentation.
– The Service holder shall ensure the prompt issue of the dispatch dossier including all necessary certifications as well as the finalization in timely manner of the manufacturing record book associated with deliverables.
– The Service holder shall also supervise the site H3SE and quality Company representatives.
– The Service holder shall report to the Flowline Package Lead, highlighting work progress, forecast, quality issues, HSE issues and concerns encountered during the performance of his duties.
– The Service holder shall report to the Flexible Package Lead, highlighting work progress, forecast, quality issues, HSE issues and concerns encountered during the performance of his duties.
– The Service holder shall act as construction superintendent of the Project supporting and advising CSR dedicated to this project.
– The Service holder shall gather ‘lessons learnt’, close out report and provide feedback to other entities as required
