Activities :
To promote safety culture within the project and his/her activities. Lead by exemplarity to have the team members and colleagues adhering and contributing.
2. To ensure that safe and ethic working practices are carried out within the activities that he/she is managing or interfacing with. To guarantee the compliance on his activities.
3. To ensure that state of the art, TEPA referential and local rules/laws are complied with and captured in all contractual requirements.
4. To work by anticipation.
5. With the spirit of One TOTALENERGIES values, to establish and manage his/her activities motivating his/her counterparts and to work diligently to meet the targets of the Projects.
6. To promote innovation as far as compatible with good enough approach for all activities. To seek optimization and savings all along the different phases of the project. To focus on costs without impairing QHSE objectives.
7. To keep the PBF Lead Contract, the Package Manager and all relevant parties informed regarding ongoing activities status.
To advise the Project /Package Managers on relevant actions/decisions.
8. To prepare and manage, as necessary, the whole contracting process – for contracts to be placed during the Execution Phase or during the CFT phase – in compliance with TEPA and Project procedures and with due respect to approved schedule and milestones. This includes:
a. The preparation of tendering dossiers (technical Exhibits, General and Particular specifications), the launching of CFTs, the management of the clarification / negotiation phases, the evaluation of contractual and commercial proposals and the issue of final Recommendations to Award, including Due Diligence process.
b. To prepare / coordinate the final set of contractual / commercial / technical documentation for these contracts.
c. The preparation and follow-up of the associated Commitment process (with registering in TEP Angola tools (UNISUP…)).
d. The preparation and follow-up of external approvals with Partners and Concessionaire, as needed. 9. To contractually and commercially administrate/manage the awarded Contract(s) and liaise actively with relevant technical specialists for the technical management of Contractor(s).
The contract engineer is responsible for clarifying and communicating the contract tools and mechanisms for the technical specialists to be aware of them. To manage the process associated with contractual and commercial changes (changes orders) according to Change Order Procedure and Delegation of Authorities in force and keeping in mind that a zero-change policy applies beyond what was forecasted by contractual elements; coordinate requests for technical changes and follow-up related approval process. To participate to Change orders meetings with Contractors and to build from ED a counterclaim dossier. To verify the contractor’s progress in coordination with the Package Manager, Planning Engineer and Cost Controller. To work closely with the planning and cost engineer on re-forecasting the final cost estimate of the contract. To ensure payment is in accordance with the claimed progress. To monitor all Cost remuneration to Contractor and participate in the compilation of Milestone Payment Certificates and Contractor Invoices. To participate to Weekly Meetings with Contractors and, in general, to all necessary meetings as requested. To be the scribe for all Package management MOM in order to ensure that wordings are contractually in favour of COMPANY. To participate in the settlement of disputes together with legal, insurance and finance specialists.
10. To perform the close-out of Contract(s) with respect to TEP Angola and Project procedures.
11. To participate in reducing contractual risks associated with interfaces with other packages and highlighting potential risks occurring during the execution of the contract.
12. To ensure that clear and accurate records of contractual matters are maintained and monitor key dates, against dates defined in the contracts.
13. To participate, for the Contracts administrated, in the development of Project Budget and subsequent revisions (as requested) according to actual expenditure versus planned budget, potential changes…
14. As a general manner, to manage all contractual and commercial activities related to Contract(s) he is in charge of, up to close-out, in the
Frame and with respect to procedural obligations as per Production Sharing Agreement, Decrees and Laws in force, Joint operating Agreement and in strict compliance of delegation of authorities and associated Contract and Procurement procedures
15. To timely report to the Package Manager, assisting him, as required, in communication with Project Management, and highlighting progress and encountered areas of concern.
16. To ensure reporting to PBF Lead Contract of the administrated Contract activities. To update on a weekly basis the PBF Contracts Activities report.
17. To participate to KPI/objectives development.
18. To participate to suppliers and contractors’ evaluation and follow up.
19. To feed the PBF 3C data base.
20. To be active in the cost culture deployment and development within PBF. To be in particular the sponsor of this culture within the Package of the contract administrated.
Accountabilities :
Ensure compliance of contracting activities is in accordance with TEPA requirements and procedures. ? Impose strict confidentiality with regard to the Contractual and Commercial documentation managed.
? Demonstrate an exemplary behavior with regards to H3SE rules & requirements and with regards to the Company Ethics and “Code of Conduct” policy
? Ensure a high-level EPC contract Administration always protecting COMPANY interests
Qualifications/Experience required
Qualification: Legal counsel, Engineer or Management School Professional Experience (number of years):
10 years + Contracts Experience: strong experience in EPC contracts (Topside or SURF or SPS packages), brownfield Projects will be an advantage, CFT preparation phase & Execution phase, Contracts management in international context. Strong mastering of French & English language
Context and environment :
PBF is the brownfield Project division of TEPA, and benefits of a matrix organization. It manages Projects from Basic Engineering to Start-up / Hand-over to Operations teams. The nature of the brownfield Projects, with most of the execution offshore activities performed in SIMOPS on live FPSOs (Girassol, Dalia, Pazflor & CLOV) and congested seabed, increases the risks and consequently the challenges of the Projects (co-activities with other Projects & Maintenance activities, minimization of shortfalls -production/injection-, …). PBF projects are Deep subsea innovative facilities. ? PBF manages EPC contracts with major international Contractors including onshore prefabrication in Angola, offshore construction & installation in Angola (FPSO modifications, SURF, SPS, SIMOPS, high number of contractors & subcontractors). ? Brownfield environment, with all Site(s) activities carried out in SIMOPS mode. ? The job holder perimeter will be the management of brownfield EPC Contracts activities and associated minor contracts or purchase orders on PBF projects. ? The position is located in Paris, France, with necessary missions worldwide
