If you are selected for the Permitting Supervisor – Gulf Coast Low Carbon Ammonia (GCLCA) role, you will report directly to the Ammonia Plant Facilities Project Manager. This position will work with the GCLCA Project Management Team (PMT) to coordinate and lead all environmental regulatory permitting for project construction and operations and will have overall accountability for securing all required regulatory permits to achieve the project objectives. This position requires strong collaboration with the GCLCA Project Management Team (PMT) and Lower 48 support functions, including Environmental and SD, Regulatory, and Stakeholder Relations, as well as corporate functions including Sustainable Development, Communications and Environmental Assurance.

Job Description

Responsibilities may include:

  • Assess and identify all environmental and regulatory permit and authorization needs for the construction and operation of the GCLCA project. Authorizing agencies include, but are not limited to, the U.S. Army Corps of Engineers, U.S. Environmental Protection Agency, U.S. Fish & Wildlife Service, multiple State of Texas departments (TRRC, TCEQ, GLO, etc.) and local departments
  • Develop and implement a regulatory permitting plan to support design, construction and operation of the GCLCA Facilities in accordance with the project schedule
  • Work closely with the project team to identify and ensure the timely development of the technical deliverables to support permitting activities as well as identify potential obstacles and opportunities for permitting
  • Utilize innovation to reduce environmental impact of project activities and/or drive responsible cost reduction and workplace efficiency
  • Serve as a primary contact with regulatory agencies and other external stakeholders for assigned permitting activities
  • Evaluate and communicate potential risks, solutions, and key decisions to internal stakeholders
  • Serve as a regulatory permitting subject matter expert (SME) spokesperson in interactions with external stakeholders
  • Prepare and maintain matrices and timelines for required regulatory approvals
  • Seek to maintain a balance between acceptance of responsible regulatory permit stipulations and elimination of non-value adding requirements
  • Utilize negotiation skills to resolve conflicts
  • Engage contractors to assist with permitting and planning and manage the associated deliverables and budgets
  • Handle all contracts related to permitting and other environmental support services in support of the CGLCA project with the support of the Project and Business Services Teams
  • Foster and promote active collaboration with SMEs from the broader ConocoPhillips L48 E&SD and Regulatory teams
  • Assist with the development of project Operational Plans, coordinating closely with Field Environmental Coordinators, and other SMEs
  • Establish and maintain interdependent working relationships with ConocoPhillips’ projects groups, discipline engineers, field operations, and field environmental coordinators

Basic/Required:

  • Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
  • Current/Valid driver’s license
  • Bachelor’s degree or higher in Science, Engineering, other related technical field, or foreign equivalent
  • 10+ years of U.S. environmental regulatory experience
  • 3+ years of experience with the oil and gas industry
  • Willing and able (with or without reasonable accommodation) to travel up to 25% of the time on a yearly basis

Preferred:

  • 5+ years of major projects-related experience
  • 5+ years of overseeing contractor deliverables
  • 1+ years of field-level environmental compliance experience
  • Intermediate level of experience with oil & gas or ammonia facilities and projects
  • Intermediate level of knowledge of Gulf Coast environments and associated environmental science topics
  • Prior experience in permitting port construction or expansion projects
  • High level writing, verbal communication and presentation skills
  • Awareness of regulatory topics affecting the industry
  • Strong multi-tasking capability with ability to manage multiple ongoing activities
  • Ability to work both independently and as part of a team with strong relationship management
  • Builds positive relationships based on trust and seeks collaboration across organizational boundaries to achieve goals
  • Delivers positive results through realistic planning to accomplish goals
