Our greatest asset has been and will continue to be our people.  We are looking for an experienced and highly motivated individual to fill the position of Human Resources Manager based in Algiers, Algeria.

Reporting directly to the President of the Algeria Business Unit this position is responsible for leading all OXY HR activities in Algeria (Algiers, Hassi Messaoud, Hassi Berkine) and the UK (London) while functionally reporting to the International HR Director based in Houston.  

Responsibilities include providing a comprehensive HR service to staff based in Algeria and the UK, whilst also regularly interfacing with HR colleagues in the Houston head office. This role is the key OXY HR point of contact to the Joint Venture (“JV”) HR Department for Groupement Berkine (“GB”) in Hassi Messaoud, managing key OXY sponsored HR projects and HR issues/solutions for OXY rotators assigned to GB Algeria. Additionally, this position holds a lead post in the Algeria BU Emergency Response Team.

The key purpose of this role is HR Management for Algeria and the UK, leading the HR function, partnering with the business leaders to formulate HR strategic direction (goals, implementation plans and measures), workforce forecasting, budgets and compliance.  Management of all HR workstreams: Talent Acquisition (including intern program), Talent Management, Contractor Resourcing (acquisition and contract administration), Employee Benefits, benchmarking, Immigration (including related CNAS requirements), Data Protection/Processing, Employment compliance, Employee Retention / Engagement, Off-boarding.

Specific responsibilities include (but are not limited to): 

·         Consults with and advises leadership on assigned area’s HR strategies including recruiting, retention, organizational planning, training, compensation, employee development/engagement, retention, performance management, and other human resources initiatives

·         Manage the workforce planning for the Algeria Business unit and also OXY specific workforce planning within GB

·         Manage recruitment activity streams for Oxy staff positions; manpower agencies, background checking services, employment medical providers, interfacing with the Oxy compensation team and external counsel if required.

·         Support business unit line managers with the annual performance review process

·         Owning and developing HR policy matters, processes and documentation for the Oxy staff in Algiers and London.

·         Advises, counsels, and guides management and employees on the proper use and interpretation of human resources policies, plans, and programs.

·         Responsibility for updates to the Accord de Principe (Block Visa) for Algiers and GB along with all ‘right to work’ matters for incoming Oxy residential expats in Algiers including Visas, Work Permits and Residence Card renewals

·         Formal responsibility for matters involving the Labour Office, Ministry of Employment, ANEM, CNAS and related bodies.

·         Creating and maintaining HR documentation required for compliance, such as but not limited to Algiers Legal Books, Reglement Interieur, Payroll records, Leaves (paid time off) records, sickness/absence records

·         Oversight of Benefits issues for Algiers/London staff, including annual renewal of insurances and market reviews of Compensation and Benefits competitiveness

·         Work with Groupement Berkine Oxy management on nationalization strategies within Groupement Berkine. Liaise with GB HR on matters related to the Accord de Principe held by GB for Oxy rotational expatriates.

·         Ensure HR & Finance processes are co-ordinated for Annual budgeting cycles, CNAS (Algerian social security), IRG (Algerian income tax) and Payroll matters.

·         Provides appropriate balance between employee advocacy and responsibility to act as a business partner in advising management on effective ways to resolve employee issues.

·         Assists managers in preparation of strategic data and analysis

·         Supports the health, safety, environment, and security objectives of the business for the protection of its employees and the communities in which the company operates.

·         Lead and run the intern program in Algeria (this program is developing).

 

Communication & Working Relationships:

·         Individual will regularly have to liaise with external suppliers (recruitment, tax, benefits, payroll, contract staff, training suppliers and more), Governmental bodies (CNAS, Labour Office, Ministry for Foreign Affairs, Consulates) and a wide range of Oxy staff globally for policy and practice matters.

 

Financial Authority:

·         Oversee and validate expenditure on employee benefits (including pension advice and administration) and employment law advice (in partnership with in-house legal).

·         Manage benchmarking and contract administration for contractor population (predominantly expatriate rotators in Algeria)

Qualifications

 

Qualifications

Education:

·         Must have at least Bachelor’s Degree in Human Resources Management or a similar discipline.

 

Minimum Experience:

·        10 years or more, this should include at least 3 years operating at ‘Manager’ level, preferably in the oil and gas industry

·        Preference for candidate to have work experience in a large, complex, matrix structured organization, multi-national project work and workforce planning.

 

Job specific communication skills:

·         Must be fluent in French, English and Arabic (written and spoken)

·         Must be a skilled communicator – verbal and written. Must be comfortable presenting to senior management

·         Applied experience in employee relations, policy administration, performance management, organizational effectiveness, employee development, compensation, and recruiting.

·         Experience in consulting with line managers and senior leaders; ability to provide candid and direct feedback.

·         Ability to deliver results while working in a fast-paced, high-stress, and change driven environment.

·         Team player with excellent interpersonal skills, strong work ethic, and demonstrated ability to maintain confidentiality in all aspects of the position.

·         Ability to remain flexible and shift priorities quickly.

·         Strong analytical and problem-solving skills.

·         Proficient in MS office (intermediate to advanced Excel and PowerPoint skills).

·         Strong interpersonal skills with the ability to engage and influence with all levels of the organization.

·         Demonstrated project management skills.
