The HSE Marine Advisor Sr will be part of the GOM HSE Risk Team and will support the Gulf of Mexico Business Unit in managing both short and long term planning as well as in controlling program execution while ensuring compliance with company policies and procedures. This will be done by working closely with the Assets, Plants and Operational Support groups to gather, analyze and reconcile all necessary data to allow execution of these plans.     

          Responsible for driving a culture of continuous improvement for marine performance and continuously seeking out technical improvements to reduce risk and increase efficiency.

          Participate in On hire and Off hire process including review, comment on vessel OVID inspections

          Participate if required in and Marine Assurance Inspections per Oxy Marine Manual.

          Participate as SME in marine related investigations as necessary.

          Liaise with all vessel and rig contractors on the risk and HSE management of their vessels.

          Provide guidance for marine procedures, to include and not limited to, personnel transfer, DP Procedures, bunkering procedures, and any other marine related activities.

          Responsible for ensuring all technical vessel verification or conformance activities are completed in line with Group requirements.

          Operational support for vessels’ arrival in field of operation to include appropriate charts, Safe Deployment Zones and well hop guidance for operational scope.

          Provide SIMOPS guidance to HSE and Risk departments for vessels working in same field.  Including development of Safe Deployment Zones when undertaking construction and drilling activities.

          Support Risk Management Team with expertise for marine activities and vessels working in proximity to individual facilities.

          Support the D&C team with issues associated with vessels interacting with drilling rigs including Holstein as well as well intervention activities.

          Support the FEC team with issues associated with vessels undertaking inspection, construction and intervention activities at Oxy GOM locations.

          Supports capability, training, and talent development in the marine discipline and define technical competence requirements and standards.

          Lifting and Rigging coordination and support as required onshore or offshore.

         Participate and Facilitate LiveSafe. Demonstrates strong leadership of Oxy’s Values & Behaviors including continuous improvement, performance management and personal development.

Qualifications

 

Required: 

         High School diploma or GED required, related bachelor’s degree preferred. 

  •        Minimum of 15 years in Maritime with Oil & Gas experience.

          Holder of Unlimited Master License.

          Minimum of 5 years DP experience and hold a valid Nautical Institute Certificate.

          Thorough understanding of DP operations and positioning systems.

          Qualified Technical Authority – Subject Matter Expert on Marine Operations

          Working knowledge of vessels, maritime regulations, Coast Guard etc.

          Track record of working in a team environment utilizing the skills of all members of the team
