Description

ConocoPhillips holds conventional positions in the Northwest Shelf and Central Basin Platform, and an unconventional position in the Delaware Basin across New Mexico and Texas. The Health, Safety & Environment (HSE) Specialist is responsible for performing multiple and varied HSE related tasks including day-to-day Health, Safety and Environmental support of operation, construction, and maintenance activities, and support of annual and long-term REFS HSE goals at REFS managed locations in west Texas and New Mexico.

REFS HSE Specialist is an integral member of the Operations and Projects team:

Critical to the safety of REFS personnel, Contractor personnel, BU personnel, and visitors at REFS managed locations.
Responsible for essential risk management and assurance processes key to the integrity of facility systems.
Accountable to identify barriers to HSE performance, work to address these barriers, and elevate information through the chain of command.
Advise and interpret for local leadership regarding HSE Management System compliance, reporting requirements, and accountability within the organization for incidents.
Coordinate with operations, maintenance, and project management to determine daily work scope, as a member of the Midland REFS Team.

This is a Safety Sensitive position.

Job Description

Your responsibilities may include:

  • Provide safety leadership to our Operations and Maintenance teams advising and coaching teams within ConocoPhillips policies and standards and compliance strategies to support the overall safety and health of our workforce
  • Support the accurate and timely reporting of incidents and near misses to meet the requirements. This includes all leading and lagging data such as near miss, injury, Loss of Primary Containment (LOPC), Process Safety Event (PSE), Life Saving Rules (LSR), audit findings, etc
  • Ensure HSE excellence through training, auditing of management and safety systems, and site inspections, gathering and trending key performance indicators. participate in HSE auditing, whether it be preparing for an external audit
  • Maintain a validated understanding of the HSE Management System
  • Partner with internal groups to use tools to advise the workforce of emerging trends identified in leading indicators
  • Assisting with presenting, coordinating, and maintaining contractor safety program implementation and review
  • Participate in incident investigations, leading incident investigations, learning teams, and preparing findings suitable for management review
  • Coordination of project, emergency response, business continuity, environmental, and sustainability risk assessments
  • Act as a subject matter authority during field activities, ensuring compliance with procedures, LSR’s and OSHA, and promoting full implementation of programs
  • Support emergency response protocols and Incident Command System (ICS) roles during the initial response to an emergency. HSE Specialists must be trained to be able to apply ICS principles and responsibilities for emergency response personnel
  • Support on-the-job safety meetings by aiding, directing, and resourcing materials as needed, to enhance overall effectiveness and impact

Basic/Required:

  • Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
  • Current/Valid driver’s license
  • 3 or more years of construction, facilities management, or upstream HSE experience
  • 3 or more years of experience with HSE, Operations, or Quality Management Systems
  • Intermediate proficiency with Microsoft O365 applications: Excel, Outlook, PowerPoint, SharePoint, Teams, and Word
  • Intermediate knowledge of data management systems, i.e.: Intelex
  • Willing and able (with or without reasonable accommodations) to travel 15% of the time on a yearly basis
  • Willing and able to perform/align (with or without reasonable accommodations) with following: work in temperature extremes or adverse weather conditions; wear appropriate special safety equipment; climb heights up to 24 feet; walk, bend, stoop, lift, push, and pull

Preferred:

  • Bachelor’s degree or higher in Safety, Environmental Sciences, related field, or foreign equivalent
  • ASP, CSP, CIH or other certifications
  • 5 or more years of experience in construction, facilities management, or upstream oil and gas
  • Advanced proficiency with Microsoft O365 applications: Excel, Outlook, PowerPoint, SharePoint, Teams, and Word
  • Intermediate proficiency in Microsoft Power Platforms: Power BI, Power Apps, and Power Automate
  • Ability to network and gain cooperation from members of other workgroups
