We are looking for an experienced and motivated individual to fill the position of Lead HSE QAQC in our US Onshore Resources & Carbon Management (ORCM), HSE Business Unit based in Midland, TX.

 

The Health, Safety and Environmental (HSE) Systems & QAQC Lead is responsible for developing, implementing, and overseeing the HSE self-assessment program to ensure compliance and conformance with regulatory requirements and internal policies. The role involves conducting thorough self-assessments, identifying potential risks, and providing actionable recommendations to improve safety, health, and environmental practices within Onshore Resources & Carbon Management (ORCM). The role also will support the implementation of the HSE Management System and the Department HSE planning, performance monitoring, reporting, and continual improvement processes.

 

Key Responsibilities:

  • Plans and coordinates the activities of the HSE Planning Team members including the establishing and monitoring of personal performance targets for each in accordance Performance Management Process.

  • Assists the Manager HSE Systems, Planning & Reporting in the development of HSE Key Performance Indicators (lagging & leading) as part of the score carding process, and ensures they are recorded, maintained, and reported.

  • Leads specific ORCM HSE Initiatives and Projects to drive continual improvement of HSE performance, including HSE Motivation, Reward and Recognition programs.

  • Responsible for ensuring the development and implementation of QA/QC HSE Self-Assessment Program across ORCM in support of operations and project teams.

  • Responsible for management and updating ORCM Performance Standards.

  • Develops, implements, and schedules self-assessments.

  • Supports and develops HSE internal assessments to ensure that planned arrangements are implemented and opportunities for improvement are identified.

  • Subject Matter Expert (SME) responsible for ensuring compliance with assigned OOG/ORCM Performance Standard topics.

  • Establishes QA/QC HSE Self-Assessment training programs to ensure that all staff are aware of requirements.

  • Assist areas in the development of clear, concise, and actionable action plans to address any findings from the Self-Assessment process.

  • Inputs and analyzes ORCM data via the HSE Information Management System (IMS) for managing non-conformances, the development of corrective and preventive actions, and the tracking of such actions through to closure.

  • Ensure that all HSE Policies, Standards, Procedures, and Guidelines are regularly updated, harmonized, reviewed, and issued in a timely and effective manner to maintain compliance and support continuous improvement initiatives.

  • Performs HSE compliance activities in accordance with OMS requirements.

  • Develop team member(s) to fill HSE Lead – QA/QC position.

  • Train and mentor HSE and operational team members in assessment skills.

 

Secondary Responsibilities:

  • Participates in incident investigations, as requested.

  • Supports the professional development of HSE personnel.

  • Mentors and coach HSE team members.

  • Performs field facility inspections to identify concerns.

Qualifications

 

Education:

  • Bachelor’s degree in HSE-related Science or Engineering related field. Advanced degrees highly preferred.

  • 5-10 years of experience in HSE, with a desired 2 years in a leadership role.

  • Proven experience working across multiple operations, influencing various levels of both operational and HSE teams.

  • Professional certification(s) highly preferred, such as ASP, CSP, PMP, or PE.

 

The Successful Candidate Will Have:

  • Demonstrates a good working knowledge and ability to apply all technical principles, theories, and concepts within the HSE function.                                                                                                                         

  • Demonstrates a good working knowledge of analyses to identify solutions to technical problems.                                                                                                                                                         

  • Limited supervision required.

  • Excellent understanding of local, state, and federal regulations in the area of expertise and good knowledge of overall HSE laws.

  • A strong background in industry standards/practices related to the primary field of expertise.

  • Good understanding of OPC and OOG HSE/Risk Policy, Standards and Procedures.

  • Demonstrates ability to lead OOG Audits, incident investigations and other independent projects.
