JOB DESCRIPTION

3.JOB PURPOSE:
Lead and manage the development and update of specifications, standards, databases, management information system and long-term plans for the Civil Projects & Engineering Services in line with company corporate objectives and policies. Plan and direct the upgrading of work systems and procedures to ensure highest integrity and harmony through continuous improvement to meet the highest international standards. Provide technical support to Project Managers during the design, construction, testing and commissioning phases of the Project. Act as an ultimate technical authority and advises on all aspects of design engineering disciplines and quality assurance. Participate in conducting the techno-economic feasibility studies, concept studies and defining the scope of work to take the project to next level for all the projects costing more than 15 M$ as per VAP. Align with OPCOs, end user and Concession holders on optimizations, technical scope, schedules, agreements, roles & responsibilities, project execution strategy and budgets. Prepare cost estimation for all phases of project in line with VAP process. Prepare preliminary Financial model; schedules; Operation, logistics and facility management strategy; business case to formulate the case for project execution on investment model (BOOT). Handle claims, variations, and contractual issues, suggesting solutions and resolutions.
4.KEY ACCOUNTABILITIES:
Design and Engineering Management
•Manage a centralized multi-discipline engineering source of expertise to be utilized in the areas ofengineering development, design, studies and audits.
•Set up appropriate policies, procedures, systems, standards, specifications and work methods to coverand regulate the various functions of the Department. Ensures that these are properly implemented andcontinually reviewed and amended.
•Lead and manage the development and production of statement of requirements for new projects andcoordinates with end users and other concerned Directorates.
•Lead, manage and provide necessary support to the project management activities in the areas ofengineering and design to ensure that the projects are optimally designed, engineered to appropriate

standards, meeting the required products specifications, and enabling safe, efficient and economical operations and maintenance. • Review and agree with the concerned Project Manager on the specifications, standards, policies and procedures developed for implementation of each project from project definition through handover to end-users, include ensuring such standards, systems, specification, policies and procedures are in accordance with company policies and procedures and end user requirements.
• Lead and manage the engineering works in all phases of the projects to achieve the appropriate level of uniformity, standardization, compatibility and quality of design and engineering of all facilities.
• Ensure timely intervention from Customer through different Project Stages of Design through Correspondences and direct interviews (meetings).
Technical Evaluation and Expertise
• Lead technical evaluations and reply to related extension of time (EOT) claims and notifications from Consultants.
• Manage and ensure provision of necessary technical expertise to all projects related to Pre-qualification and preparation of scope of works of design consultants and contractors, technical evaluation including clarifications with bidders during award and resolution of technical problems with consultant.
• Contribute and provide necessary technical expertise to the techno-economic feasibility studies for various projects during the design phase.
• Oversee the work of Project Management Consultant and ensure that requisite quality and standards are maintained. Lead and ensure technical expertise to ensure cost effective solutions and application of value added engineering throughout the assigned projects.
• Perform other similar or related duties, as assigned. Includes leading and managing the updating of new techniques, technologies, methods, processes and products in all engineering areas relevant to Civil Projects & Engineering Services.
Safety
• Contribute to the operational efficiency, productivity and profitability of the organization by reducing accident, damage and financial loss.
• Liaise with HSE Section and contribute in the evaluation of department related activities to identify hazards or risks and implements any necessary mitigation measures to ensure provision and maintenance of health and safe conditions.
• Comply with company accountability framework requirements and ensure compliance with 100% HSE culture.
Management
• Plan and supervise the activities of the personnel and resources of the Department to achieve the Division objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Department in line with Division objectives.
• Develop the knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDP’s), Succession Planning and Talent pipeline within the Department in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.
Budgets and Operational Plans
• Compile and provide input for preparation of the Division budgets and regularly monitor expenditure against approved the Department budget levels.
• Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.
Policies, Systems, Processes & Procedures
• Lead the implementation of approved Department policies, processes, systems, standards, procedures and internal controls in order to support execution of the Division work programs in line with Company and International standards.

Performance Management
• Implement the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines and continuously monitor the achievement of the Department KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.
Organisation Structure and Development
• Review, develop and recommend the appropriate organisation structure for the Department that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.
Innovation and Continuous Improvement
• Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services.
• Propose improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Department.
Health, Safety, Environment (HSE) and Sustainability
• Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and company Code of Practices.
• Ensure adequate HSE training and induction for all Department employees to meet HSE standards.
Management Information Systems (MIS) and Reports
• Prepare all Department MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.
5. COMMUNICATIONS & WORKING RELATIONSHIPS:
Internal
• Regular contacts with Vice President, Civil Projects & Engineering Services, Project Managers and Projects Control Section for coordination of engineering development activities, provision of advice, support and development and implementation of engineering standards.
• Regular contacts with end-users for exchange of information and on matters related to engineering development of their projects.
External
• Regular contacts with Group Procurement for participation in pre-qualification and techno-commercial evaluation of bids.
• Regular contacts with design consultants, Contractors and licensers on issues related to technical engineering development activities.
6. QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
• Bachelor’s Degree in Civil/Structural Engineering or equivalent.
Minimum Experience & Knowledge & Skills
• 15 years’ experience in civil/building projects and design works, including at least 8 years in similar managerial / supervisory roles.
• Thorough knowledge of project management.
• Good engineering concepts.

• Management skills related to the functional domain and disciplines.
• Sound knowledge of HSE principles and their applications.
• Sound knowledge of corporate and project QMS procedures, principles and their application.
Professional Certifications
• Chartered Engineering or Registered as Professional Engineer with internationally recognized organization (Preferable).
