Job Purpose
Plan, organize, lead and control the activities of Plant Engineering Department by optimum use of department manpower and resources to significantly contribute to maintaining technical integrity and engineering support across the company Refining assets (and others as necessary).
Entrusted to support and carry out engineering activities and operational projects to sustain the operability of current assets.

Key Result Areas
 Overall technical accountability of the correctness of engineering deliverables and engineering related document approvals, supported by various technical authorities within the department.
 Provide Subject Matter Expertise (SME) and general engineering support to the ongoing company Refining assets (operational troubleshooting, unit turnarounds and investment projects) to improve reliability, reduce maintenance cost, reduce environmental impact, mitigate risks and enhance safety.
 Provide strategic focus and lead/support risk-based programmes to support the long term integrity of the refinery assets, including but not limited to ‘Aged /Obsolescence’ programmes, failure/incident investigations, and Shutdown scope.
 Ensuring engineering integrity across the organization, executing all work in the department in accordance with the company engineering standards, procedures, international codes/standards, and industry best practices.
 Maintain the employee strength and manage technical development and Human Resources development programs in the Department in line with overall Company HR policy and strategy to ensure appropriate skills and competencies in technical management areas are available.
 Ensure technical risk assessments are periodically conducted and take up ownership for the risk register and audit actions (including implementing improvements identified) for PED activities.
 Manage and execute business continuity measures to ensure service levels are maintained.
 Collaborate and maintain a consistent coordination with the other engineering departments with focus on efficient resource utilization in supporting Engineering Division needs.

Required Qualifications

  • University Degree in Engineering or equivalent from a reputable University (mechanical engineering is preferred).
  • Minimum 15 years engineering experience including at least 10 years in the oil refining industry.
  • Must have worked in a refinery leadership role, ideally in lead engineering and / or technical authority roles of an operating refinery, supporting operations and reliability centered maintenance requirements with hands on engineering practices.
  • A broad knowledge of refining processes and associated industry practices and standards
  • A comprehensive knowledge of the Company’s operations and procedures.
  • Requires to be a good administrator, a competent report and letter writer and effective speaker.

Preferred Qualifications

  • Experience on a technical committee for implementation of industry standards i.e. API, ANSI, BSI, etc.
  • Experience as a principal reliability engineer, fully versed with asset risk assessments and equipment lifecycle failure analysis and troubleshooting.
  • Reputable Chartered (CEng) or Professional Engineering (PE) certificate
  • A general knowledge of contractual procedures and contract laws and a good appreciation of budget and cost control.
