What role you will play in our team
Responsible for the proper and efficient utilization of manpower, proper operation and optimum use of the Lube Blending Plant facilities to achieve optimum production of quality lubricants in accordance with the Quality Management System/ISO Quality Management System. Responsible for efficient/effective management of Production section, manages cost, product quality, controls, safety, security, health, the environment and customer and government relations.

What you will do
Responsible for effective operations of the maintenance and engineering department.
Develop, plan and manage M&E OPEX and CAPEX budget and spent including planning and execution.
Accountable for the overall maintenance program.
Steward OPEX and CAPEX Projects, improving and enhancing facilities for operating efficiency and safety.
Maintain a high standard for Safety, Security, Health and Environment for Plant operations and ensure safe working environment with zero incidents.
Ensure Plant operations comply with Corporate SH&E Policies on Safety, Security, Health and the Environment.
What you will do-Continued
Operations
Responsible for the proper and efficient utilization of manpower, proper operation and optimum use of the Lube Blending Plant facilities to achieve optimum production of quality lubricants in accordance with the GPIMS/ISO Quality Management System. This includes but is not limited to the following activities:
Assume responsibility for the efficient/effective management of the Production section; manages cost, product quality, controls, safety, security, health, the environment and customer and government relations.
Develop and establish appropriate performance standards and control for each aspect of the operations and plans actions to correct and improve deficient areas of operation.
Initiate and coordinate the timely and effective maintenance and upgrading of Plant and equipment consistent with acceptable operation standards, safety, security, health and environmental risk remaining at an acceptable level; with due consideration to cost effectiveness and current technology.
Prepare and steward Key Performance Indicator (KPI), operation excellence, Plant performance, operating expenses and development and justification of capital expenses. Review Opex and key performance indicators to ensure cost effectiveness operations in the lubes Plant.
Ensure continuity of supply for blended products to meet different markets requirements. Maintain operational flexibility to meet fluctuating sales orders and yet remain cost effective.
Ensure that products consistently meet quality standards. Review reblends/quality issues and implement corrective measure to achieve high First Time Blend Right %.
Update, review and implement procedures and documentation to ensure full compliance with GPIMS, OIMS, ISO 9001 expectations/procedures, CIMS and ExxonMobil Standards on Control and HCP procedures.
Work with Supply and Logistics department to achieve optimal production throughput with optimal manning. Ensure production sequence meeting schedule as required and achieve minimum flushing, oil for reprocessing and slop oil generation.
Ensure high standard of housekeeping in the Blending Plant facilities and ensuring safe working environment.

Ensure proper recording/accounting of stocks used/products manufactured.
Ensure the operating equipment are in serviceable condition and Critical Safety Devices are testing and maintained per established program.
Review work process and facilities, initiate changes to increase productivity. Implement plans for improvement to Plant operations and ensuring that all aspects of operations comply with Company policies and expectations of OIMS.
Handle any technical and process quality issues; assists in investigation on customer complaints on quality/packaging.
Work with Operations Support Department and ensure timely and accurate submission of reports relating to operation; compiles data to facilitate monitoring of Plant performance.
Take up any other operation related issues as assigned by Plant Manager.
Maintenance & Engineering
Responsible for the effective operations of the maintenance and engineering department.
Develop, plan and manage M&E OPEX and CAPEX budget and spent including planning and execution.
Accountable for the overall maintenance program.
Steward OPEX and CAPEX Projects, improving and enhancing facilities for operating efficiency and safety.
Steward an effective work order system via the SAP Plant Maintenance
Ensure timely inspection of Operations Integrity (OI) critical, Hydrocarbon Control Practices (HCP) and statutory equipment.
Ensure timely repairs and maintenance of equipment and facilities to minimize downtown.
Ensure all M&E records including drawings are maintained and updated timely.
Establish maintenance contracts with Procurement.
Manage supervisor/engineers/technicians responsible for all projects and initiative from development through completion.

Ensure deployment of all appropriate engineering practices at the site.
Drive higher ROCE through prudent investment strategies.
Champion cluster plant asset utilization/optimization and automation initiatives.
Steward key M&E business initiatives/metrics to drive operations excellence.
Ensure utilization of standardized engineering practices and specifications.
Identify and develop local engineering alliances to achieve timely, quality, and cost effective design or construction management services as the business dictates
Manage and support engineering programs.
Providing coaching, supervision, performance assessment and development for all supervisor/engineers.
Perform any other tasks as assigned by Lubricant Plant Manager.
Security, Safety, Health & Environment (SSHE)
Maintain a high standard for Safety, Security, Health and Environment for Plant operations.
Ensure safe working environment with zero incidents
Manage the Lube Oil Blending Plant operation and ensures that operations meet the OIMS requirements on Safety, Security, Health and the Environment.
Participate in safety walks, inspection, near miss reporting, Loss Prevention Self-Assessment (LPSA) and Loss Prevention Systems (LPS).
Lead SSHE program e.g. LPS, SOEC, GPI, etc.
Ensure subordinates are continually updated on lessons learnt from affiliates concerning Safety, Security, Health, and the Environment.
Regularly encourages feedback from subordinates on ways to improve operational procedures that will contribute to better Safety, Security, Health and the Environment.
Ensure Plant operations comply with Corporate SH&E Policies on Safety, Security, Health and the Environment.
What you will do-Continued
Ensure that all waste materials are disposed off in compliance with Government Regulations and Company Environmental Policy
Familiar with Work Control and Work Permit procedures.
Implement the procedures as required by Corporate SH&E Policies, OIMS and ISO14001.
Ensure shifts technicians/contractors adhere to established standard operating procedure and Job Loss Analysis (JLA). Ensuring all procedures, process and instruction are up to date.
Ensure that all OIMS expectations are complied with and concerns relating to the Safety, Security, Health and the Environment are addressed through regular team meeting and/or safety talks: –
Actively involved in OIMS by assuming system owner and administrator roles.
Actively involved in OIMS/ Risk Assessment/Internal Assessment/External Assessment (EA)and gap closures
Periodic Verification & Measurement (V&M) exercise.
Perform the role of Contractor Buddy Manager per OIMS System 8 requirements.
Human Resource Management – Business Support
Familiar with corporate HR policies and Collective agreement and applicable labour law, act as point contact for technicians for Contractors related matters.
Develop and upgrade subordinate’s capabilities and productivity through effective supervisory techniques, training and counselling.
Provide training to subordinates to meet expectations in OIMS/ISO14001, GPIMS/ISO9001:2000, CIMS/HCP.
Maintain a healthy industrial climate through effective communication and relationship with employees and the Contractors.
Optimize manpower allocation and overtime to achieve optimal throughput while balancing operating expense.

Carry out periodic performance reviews with direct reports and provide necessary coaching to enhance individual performance and effectiveness.
Participate in reviewing Technicians’ annual appraisal and represent the operation team in annual appraisal for all nMPTs in ILOBP.
Periodic review and gauge subordinates’ work knowledge and provide coaching/refresher training as and when required to improve individual’s performance.
Periodic review contractors’ performance and feedback to labor supplier / vendor.
Review/update subordinates/ direct report and technicians’ training need, program and records.
Manage manning requirements to ensure adequate workload in Production and M&E department to minimize impact to operations.
Product Integrity
Familiar with Brand and Product Integrity management System (BPIMS)/ISO 9001:2000 guidelines and requirements, and brand integrity
Ensure adherence of established procedure/work instruction to meet BPIMS/ISO 9001:2000 guidelines.
Periodic review and update of existing procedures and work instruction to meet revised BPIMS/ISO 9001:2000 guidelines.
Participate in BPIMS assessment and follow-up on recommendation/action items for gap closures.
Familiar with product compatibility matrix and use of flush oils, ensure operation meet GPIMS requirement.

Controls
Good understanding of Exxon System of Management Control – Basic Standards, Policies and Corporate Oil Measurement Practices e.g., Hydrocarbon Control (HCP). Controls Integrity Management Systems (CIMS), etc.
Ability to identify control exception and exposure.
Monitor and maintain adequate control on stock accountability and security of assets.
Familiar with HCP/CIMS/ Industrial Control System Requirements (ICSR)/IT Controls Manager (ITCM) requirements.
Ensure adherence of established procedures/work instruction to meet HCP/CIMS requirement the fixed asset, raw materials, finished products inventories and carry out investigation for abnormal variance.
Implement the stock inventory checks as required.
Ensure all measuring equipment (e.g., gauging tape, electronic thermometer, weighing scale, weighing bridge, flowmeter etc.) are calibrated, meeting HCP requirements.
Act as approval authorities for returnable and non-returnable gate passes.
Participate in CIMS/control assessment and steward follow-up on recommendation/ action items for gap closure.
Ensure proper recording of stocks used/products manufactured each day for stock accounting and control.
Verify physical stock in the Blending Plant against the stock ledger each month.
Ensure compliance to ExxonMobil Project Management System
About You
Skills and Qualifications
Should have 7 years of experience working in Supervisor/ Manager position.
Should have min 5 years in supply chain of similar industry.
Bachelor’s degree in Chemical, Mechanical or Electrical/Electronic Engineering.
Experience in Safety, Security, Health ,Environment for Plant operations and Quality Management Systems.
High degree of skill in managing people at all levels.
Possess Leadership, Management and Supervisory qualities.
Familiar with Manufacturing Ops process.
Experience in Lube Oil Blending Plant (LOBP) Blending and Filling operations (preferable) or any similar industry.
Working knowledge of reactive and preventative maintenance as well as engineering (preferable)
Preferably a minimum degree holder in Chemical, Mechanical or Electrical/Electronic Engineering.
