Our Company
We are currently recruiting for a Project Control Manager to be placed in Cassis, FR in a big Oil and Gas company and would be on a 6-month contract, with possibility of extension. The Project Control Manager (PCM) Designs, implements and monitors the project’s control system. The PCM will be responsible for managing risk, contract, cost and control management of ongoing projects.

Responsibilities

  • Assist the Project Manager in conducting a thorough review of the contract tender documents covering in particular the main project schedule for all activities and schedule for all activities and the project budget.
  • Design and implement all necessary project control systems to monitor and control project status through the implementation of project control procedures (including cost control, scheduling, reporting progress measurement, risk and opportunity management (ROKM), invoicing and document control system) in a timely manner and in accordance with procedures and applicable contractual requirements.
  • Establish the project control team, organizational charts, staffing plan in collaboration with the Project Manager and ensure that project control team members have clear scope and objectives.
  • Direct, coordinate and supervise the work of planning engineers, cost control engineers, document controllers, reporting and risk engineers assigned to the project.
  • Assist the project manager in completing the project on time and within the approved budget; design and implement the most appropriate and effective project control organization on the project to achieve these objectives in accordance with the provisions of the contract and the CONTRACTOR’s general procedures.
  • Support the project manager’s decision-making process by providing all necessary information to quickly identify any unfavorable trends potential problems in time to initiate immediate corrective action.
  • Create a climate of awareness of schedules, costs and risks among all project all project participants.
  • Organize and maintain the best integration between planning and cost control and risk management functions, ensuring that all activities are carefully planned and carefully planned and controlled in terms of time, budget and scope of work.
  • Establishes the appropriate division of the project into distinct activities to form the Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) of the project.
  • Coordinate, during the execution phase, the maintenance of project control systems, ensuring that they operate efficiently and that project status is correctly assessed and communicated.
  • Support the project manager during the life of the project to keep the project the project on time, on budget and safely.
  • Actively participate in the identification of critical project issues and participate in their resolution. Support the decision-making process of the project management team by providing schedule and cost analysis as required.
  • Compile, review and issue project progress reports to the customer.
  • Ensure that planning engineers, cost control engineers and risk management engineers are kept promptly informed of all decisions or events affecting costs and schedules, in order to ensure timely update project status and forecasts in a timely manner.
  • Ensure that a document control system is in place between the Contractor and the Customer, and between the Contractor and its suppliers/subcontractors, as well as their full throughout the duration of the Project.
  • Ensure the timely and accurate preparation of the detailed budget, in accordance with the
  • item coding.
  • Ensure regular and accurate updating of budget forecasts, project expenditure and cash flows. Ensure monthly publication of the Project and any other reports, in accordance with the Company’s standards.
  • Analyzes the evolution of project budgets and costs.
  • Take and suggest corrective measures to remedy overruns and promote promote solutions likely to reduce project costs.
  • Coordinate the timely issuance of billing vouchers, in accordance with progress and contract requirements, follow-up on effective payment receipts with Corporate Accounting.
  • Ensure project compliance with local, state and federal tax laws instructions and plan provided by the Corporate Finance Manager. Immediately reports any discrepancies.
  • Ensure timely issuance of project planning baseline. Ensure that all key assumptions and key data are clearly identified and are clearly identified and communicated to the Project Manager.
  • Advise the Project Manager on all planning related issues and report any deviations from the baseline.
  • Support the project manager and contract manager during the contract amendment and claim process by providing cost and schedule cost and schedule implications.
  • Design, implement and coordinate the risk management process for the the project. In particular, set up the risk identification meeting, risk quantification and monitoring of the implementation of the risk mitigation action plan. Assist the project manager in preparing the project closure report.
