What role you will play in our team

 

Reporting to the Regional Project Procurement Manager, the Area PPA is the key point of contact for the regional site projects relative to all contracting, equipment and materials purchasing, expediting, logistics, site materials management activities, and construction.  Depending on project strategy, the Area PPA may oversee the activities of an EPC Procurement and/or in-house Procurement organization.  Given that the Area PPA will typically oversee the portfolio projects, the Area PPA will also focus on site-specific service contracts, materials agreements and scope bundling opportunities to drive efficiencies and cost savings across their portfolio. 

The Area PPA supports regional projects from early Stage 1 through facility handover to Operations; therefore, the focus areas and activities of the Area PPA will shift depending on the current stage of the Project:

What you will do

 

Tasks and Responsibilities – Development Phase 

 

  • Participate in the early project strategy, risk assessment and planning workshops with Project team to define and select strategies such as Project Execution, Contracting Strategy & Materials Management Strategies
  • Drive development and endorsement of formal Project Management process Materials Management deliverables 
  • Compile project equipment list and major subcontract list, with associated commercial strategies, aligned bidder(s) lists, target schedules for bid and award and key evaluation criteria 
  • Finalize Long Lead Equipment (LLE) list and procurement schedule, incorporating considerations such as lead time, construction sequence or early vendor data needs
  • Drive alignment discussions with project, operations to define spare parts procurement strategy and roles and responsibilities
  • Develop early Project logistics and field materials management strategies, including:
    • Early considerations for critical or heavy haul equipment packages 
    • Regulatory requirements for customs clearance, import licensing, etc.
    • Early Project Materials Management strategy, including scope and resourcing strategy
  • Participate in formal project planning engagements, including pre-feed alignment discussion and IPR, as applicable, representing equipment procurement and subcontracting 
  • Facilitate and/or provide input to bid/contract development (Coordination Procedures, Pre-Selects, Project Source List, evaluation criteria).  Support evaluation of procurement and subcontracting content within contractor proposals, including assessment of Procurement capabilities and resource / organizational plan
  • Lead efforts to obtain and communicate global market intel and project sourcing best practices to project team; engage with EM Global Procurement (Equipment & Materials, Global Sourcing, etc. to support)
  • Develop initial and updated Project Supplier List (PSL), including consideration of both global and site-based suppliers to drive project cost and execution efficiency
  • As required, lead execution of Long Lead Equipment (LLE) purchase commitments in addition to facilitate contract execution of early service contracts (studies, etc.)
  • Support Project cost estimate development by stewarding process to obtain functional market data / supplier budgetary quotations based upon updated specifications.

    Tasks and Responsibilities – Execution Phase 

     

    • Oversee of subcontracting activities (including ancillary service scopes), from bid list development, bidder qualification and contract award thru closeout
    • As per project management Materials Management FEED stage Deliverable, update Project Materials Management Plan as applicable.  Liaise with Project Materials Management Coordinator as applicable
    • Finalize project equipment list and major subcontract list, including associated commercial strategies, aligned bidder(s) lists, schedules for bid and award, and key evaluation criteria 
    • Facilitate award of LLE packages and novation / assignment as applicable
    • Ensure Project team is ready for execution of full equipment list upon Project Full Funding; key oversight areas include:
      • Final review of procurement, expediting, logistics and field MM plans and procedures
      • Assurance of alignment with endorsed schedule for equipment packages
      • Final review of RFQ documents and terms and conditions 
      • Assurance of supplier qualification efforts to finalize package bid lists, as applicable 
      • Ensuring procurement, logistics and field MM resources are effectively staffed for execution
      • Oversee execution of procurement activities for full slate of equipment list, from package preparation to bidding, evaluation, award, expediting, logistics execution and delivery to site
    • For RC contracts, monitor commercial competitiveness of negotiations with suppliers and adherence to delivery schedule, including participation in bid clarification meetings, negotiations and progress updates with suppliers
    • Escalate supplier performance issues to Category Management and Project Team with potential significant impact to project execution 
    • Leverage relationships with supplier community and Category Management to escalate and mitigate order execution issues in a timely and effective manner
    • Remain continuously engaged with key disciplines such as Engineering, Quality and Construction to ensure all cross-functional awareness of status and issue mitigation efforts
    • Ensure proactive vetting and procurement of spare parts and vendor documentation expediting 
    • As required, monitor logistics progress and compliance by Contractor
    • Regularly engage with Global Procurement network regarding industry trends, lessons learned and commercial opportunities. 
    • Oversee execution of subcontracting activities from bid list development to field subcontractor management and subcontract closeout.
    • Ensure effective closeout of Procurement activities, including:
      • Compilation of all vendor data
      • Final payment to supplier and PO closeout
      • Transfer of PO Warranties to Operations
      • Capture Lessons Learned for communication to Global Projects Procurement and Global Projects Company.

    About You

    Skills and Qualifications

    • Engineering Graduate is minimum qualification
    • Preference is for Mechanical engineers. However, other engineering graduates are also acceptable if relevant project procurement experience is available
    • Knowledge of Project management process and various stages of project execution including procurement, contracting/subcontracting, material management
    • Minimum 3 years of project procurement experience in Oil & gas, petrochemical or fertilizer industry.
