Midland Basin Overview

ConocoPhillips holds approximately 372,000 total net acres in the Midland Basin, which includes approximately 248,000 unconventional net acres located in the heart of west Texas. The company operates over 2,800 producing wells across Midland, Upton, Andrews, Martin and Glasscock counties.

In 2023, the company operated five drilling rigs on average, including two electric rigs. Net production in 2023 averaged 182 MBOED and 106 operated wells were brought online.

Description

If you are selected for the Regulatory Coordinator position, you will primarily be responsible for providing regulatory planning, permitting, and compliance support to the Permian asset. The coordinator will have a deep understanding of upstream oil and gas operations and the regulatory process for the full life cycle of an oil or gas well from permitting to final abandonment. The coordinator will be responsible for working with asset teams to ensure compliance with governmental regulatory rules and regulations as well as internal company policies pertaining to their assigned production areas.

The successful candidate will become a subject matter expert for assigned rules/regulations affecting assigned production areas, and for biological resource matters for the Permian Business Unit.

Responsibilities may include:

  • Supporting resolution of compliance issues
  • Attending trade association meetings and/or conference calls as assigned
  • Developing summaries of, commenting on, and developing compliance programs for emerging regulations
  • Coordinating with third party vendors to ensure timely and accurate regulatory reports
  • Supporting permitting processes as needed
  • Working closely with the Development, Land, Operations, Production, and Projects groups and will provide guidance on regulatory requirements

Basic/Required:

  • Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
  • 5+ years of experience in upstream oil and gas
  • 3+ years of experience working with Texas properties
  • Intermediate proficiency with Microsoft O365 applications: Excel, Outlook, PowerPoint, SharePoint, Teams and Word
  • Willing and able to travel 10% (with or without reasonable accommodations) on a yearly basis

Preferred:

  • Bachelor’s degree or higher in Business Admin/Mgmt., Computer Science, Engineering, Information Technology, Management Information Systems, other related business field, other related technical field, or foreign equivalent
  • 3+ years of regulatory or permitting experience with Texas regulatory agencies
  • Basic knowledge of how state/federal regulatory agency website works for submittal of report and ability to resolve possible errors returned regarding specific data
  • Ability to manipulate and analyze large amounts of data and be able to troubleshoot possible discrepancies
  • Work across organizational borders to facilitate and streamline data collection and compilation for reporting needs
  • Takes ownership of actions and follows through on commitments by holding others accountable and standing up for what is right
  • Delivers positive results through realistic planning to accomplish goals
  • Builds effective solutions based on available information and makes timely decisions that are safe and ethical
