About the Job

 

Responsible for the CAPEX Projects/ Major projects under different stages and manage the entire associated interface to ensure that the Projects are delivered and aligned with the end user requirements.

Responsible for the day-to-day coordination of all internal and external interface issues and acts as a focal point to outside stakeholders.

 

Key Accountabilities

 Provide necessary civil/structural technical support to Operating units on requirement basis.
 Perform RR-I Capex Projects scope of Work preparation, Project tendering, technical evaluation, review of design documents etc.
 Perform RR-I Capex Project management including planning and execution.
 Provide necessary technical support for Refinery Infrastructure assets.
 Review of civil & structural Engineering deliverables of Major projects.
 Review the Design Changes submitted by Major Projects EPC Contractor.
 Handle the function of Management of Changes (MOC) of Ruwais Refinery West.
 Provide adequate supports to MOC Coordinator of Ruwais Refinery West.
 Preparation & submission of RR-I Capex project budget yearly.

 

Participation in capital Budget review meetings
 Coordination with RSI – CEP (Ruwais Site Integration – Central Engineering Projects) for all RR-I Projects under execution.
 Coordinate with RSI-CEP for all Engineering activities of in-house project & MOCs.
 Regular Coordination with Finance Department for capital budge utilization and Performance.
 Preparation of Cost estimation for MOC schemes.
 Co-ordination with Portfolio team for CAPEX proposal review / approval.

 

Co-ordination with Business Finance for Economic Evaluation of CAPEX proposal
 Co-ordination with Finance Division for arranging the budgets for CAPEX proposal.
 Handle the Electronic Documentation Management system (EDMS) of Ruwais Refinery West.
 Provide the necessary As built documentation support for ongoing minor/major projects.
 Regular updating of As-built documents in EDMS & Hardcopy for any plant modification.
 Coordinate and participate in Major /minor projects data collection and site surveys.
 Engage with the Project through the different phases of Projects cycle, viz. Pre-FEED, FEED and EPC through to commissioning, Project handover till the end of warranty period and issuance of FAC.

 

Manage the Project MOCs for the revamp units
 Manage physical assets verification of new projects on completion.
 Handle Contractor’s administrative requirement for brown field projects such as HSE induction, personnel/material and vehicles entry/exits permissions, excavation authorizations, road closures, fencing modifications and special work permissions.
 Provide Management updates on Project progress.
 Co-ordination with RR-I team for other OPCO projects, with in RR-I.
 Provide key inputs to Management for decision making on major issues/design changes, resolutions on dispute items.
 Take additional loads of department irrespective of discipline to meet Company/ Department requirements.

 

Enterprise Risk Management and Audits:
 Actively participates in all Enterprise Risk Management exercise part of engineering and project function related to minor projects.
 Applies knowledge and techniques in risk management applied in assessing and dealing with internal and external project risks.
 Participate in all Internal and External Audit on engineering & project function related to minor projects, ensure timely closure as per agreed timeframe.

Minimum Requirements

 Bachelor’s Degree in chemical or Mechanical Engineering or equivalent.
 At least 6 years of experience in a related field, preferably in the oil, gas or petrochemical industry.
