Description
Support and lead specific Project Development activities as per the company’s stage gated capital project processes, following in principle the Chevron Project Development and Execution Process (CPDEP) with dedicated policies and procedures, adapted for the prevailing brownfield Operational and Maintenance (O&M) improvement projects.
Responsibilities
- Lead the Project Capital Cost Estimating Team to develop & endorse Capitol Cost Estimates as per company Standards, confirming to AACE recommended practices, from Stage 1 through all subsequent stages in the project life cycle, ensuring the Estimates are accurate with variances in permissible limits.
- Update all applicable norms and manhour rates for use in estimating tool(s). Connect tool(s) directly where appropriate to the BAPCO Oracle financial, ensuring the availability of all the relevant data.
- Input and supply relevant data as required to support the project development team KPIs, to keep track of performance of the department.
- Provide advice in assurance reviews, at different project development stages (not limited to Value Engineering (VE) exercises and other Front-End Loading (FEL) related to Value Improving Practices (VIP)), constructability reviews, leading to value addition to project.
Qualifications
- Minimum 10 years direct Cost Estimating experience with minimum 3 years in the refining or other related hydrocarbons industry.
- Reputable Chartered (CEng), Professional Engineering (PE) certificate or other relevant Quantity Surveying qualification is essential.
- An AACE (Association for the Advancement of Cost Engineering) certification is desirable.
- Excellent communication and interpersonal skills, with the ability to build strong relationships with internal and external stakeholders.
- Ability to work independently and as part of a team, managing multiple projects and priorities simultaneously.
- Good knowledge of engineering specifications.
