DESCRIPTION OF ROLE
The GPC West Senior Health, Safety, Security & Environmental (HSSE) Manager is responsible for the management of the Global GPC West HSSE function. The role is a key position within the GPC West HSSEQ leadership team, reporting directly to the GPC West HSSEQ Director.
The role has accountability to support GPC West HSSEQ Director with the development and implementation of strategic delivery and approach to HSSE within the GPC West Region; which is underpinned by Subsea 7 HSSEQ functional objectives and, the regional objectives and strategic HSSE Focus Areas.
Key deliverables within the strategic delivery and approach for HSSE include:
- Leadership – Foster an environment of HSSE leadership where all GPC West people are empowered to lead on HSSE
- Performance – Integrate and support enhanced HSSE performance of our global projects
- Collaboration – Work and support the wider Subsea7 Group approach to HSSE delivery and improvement
- Customer Value – Deliver value to our clients through repeatable and dependable HSSE delivery and performance
- Predictable Performance – Improving GPC West HSSE performance through an integrated and forward looking approach to HSSE and performance
GPC West Senior HSSE Manager is expected to undertake an active and visible role in the day-to-day oversight of regional HSSE performance, and to ensure our commitment and structured approach to HSSE and continual improvement, is delivered in a consistent and collaborative manner throughout the countries where the region is operational.
The GPC West Senior HSSE Manager will also be responsible for HSSE aspects relating to the management of the GPC West office at Sutton (Surrey, United Kingdom).
POSITION OVERVIEW
Key Responsibilities & Activities
- Contributes to the development of the GPC West Region Strategic HSSE Plan and plays an active leadership role in delivery and monitoring of objectives. Facilitates execution of the Plan by setting clear and realistic objectives for the HSSE team and monitors progress. Develops and leads regional level HSSE improvement plans as required.
- Supports the GPC West HSSEQ Director to drive the standardisation, assurance, and efficiency of HSSE systems and processes across the region at a functional and project level.
- Monitors the regional implementation of and adherence to Subsea7’s HSSE Management System including policies, systems, processes, and tools.
- Provides specialist technical input to the HSSE function and project teams as required.
- Actively leads client engagements, working with key global clients to deliver Subsea7 and client HSSE objectives and collaborate on best practice.
- Manages the functional HSSE budget and is accountable for controlling costs to deliver budget.
- Leverage from Group focus areas on SIA Projects to enhance and improve HSE delivery model on GPC & SIA Projects.
- Drives the implementation of GPC West HSSE Leadership and approach to Human and Organizational Performance (HOP).
- Provides strategic direction, leadership, supervision and mentoring to direct reports, and the wider GPC West HSSE team.
- Contributes to creating and championing a culture of HSSE Leadership and performance within GPC, fostering excellent working relationships with other countries and internal functions.
- Ensures the HSSE function capitalises from lessons learned and performs in accordance with best practice, striving to mitigate risk, promoting HSSE and integrity consistently across the region.
- Develops and fosters a constructive and professional relationship with all internal and external stakeholders.
- Actively manages the schedule and agenda of HSSE pre-LMT and LMT reviews. Participates in reviews, oversees Verification of Effectiveness of actions and performance reporting including trending, and implementation of associated regional level action.
- Ensures an increasing focus on the environment and health and works with the GPC West HSSEQ Director to develop regional plans to support.
- Drives management and delivery of the HSSE audit programme for the region. Works with the quality team and country GPC/project HSSE management to track progress and lead trending of findings to support continuous improvement.
- Oversees the performance against country and project emergency response exercise schedules.
- Actively supports the GPC West HSSEQ Director and Quality & Performance Manager with HSSE input to Management Reviews and implementation of continuous improvement action as required.
- Liaises with Quality, Supply Chain Management and Engineering to review HSSE performance of key suppliers and supports with assessments and audits, and development of improvement plans as required.
- Supports with HSSE external audits including third party certification, local authority and client audits as required.
- Oversees incident and near miss investigations, supporting and coaching the appointed team as required. Lead and participate in investigations as required.
- Reviews HSSE resource plan with country GPC/project HSSE management to monitor deployment and utilisation of team members to Projects and functional responsibilities.
- Builds for the future by supporting the development of HSSE team members through professional and career development and continued professional training, mentoring, and on the job development. Responsible for input to HSSE succession, development, and talent management plans.

- Operate within the Business Code of Conduct.
- Operate according to Subsea7’s Management Principles.
- Support standards and procedures for the HSSEQ function.
- Authority delegate to the GPC West HSSEQ Director.

KEY QUALIFICATIONS/EXPERIENCE
- Experience of the subsea, offshore or a related industry, including holding a management position with both strategic and line management responsibility.
- Experience in professional team development.
- Visionary attributes to deliver strategic change.
- Trained in a root cause analysis tool (TapRooT preferrable).
- Professional qualifications – Minimum NEBOSH Professional Certificate or equivalent.
- Minimum 10 to 15 years of experience in a HSSE Managerial Position with strong knowledge in HSE Management System (ISO 45001, and ISO 14001), Project HSSE Management, Risk Management Principles, Incident Investigation, Emergency Response Management, Behaviour Based Safety, Environmental Risk Management and all other HSSE subject matters.
- Relevant previous experience at an appropriate level in the subsea or offshore environment, with considerable experience in one of the HSSE disciplines.
