On behalf of our customers, we are currently recruiting for a TA Project Engineering Advisor to be placed in Angola and would be on a 12 months’ contract with the possibility of extension.
 
Job scope

Pre-Turnaround
• Review and understand the company’s Turnarounds Plans and Procedures.
• interface with Technical Systems and Projects Management.
• Ensure Technical management support to the discipline, system and project engineers to ensure achievement of TA objectives
• Develop a baseline schedule for engineering deliverables aligned with the TA Milestones
• Provide IMPACT process fluency/support to the discipline Project Engineers
• Monitor resource requirements within the Projects team based on work scope
• Establish and continuously improve IMPACT work processes
• Develop and manage the progress reporting to the major stakeholders, including Asset and TA Steering team / DRB.
• Promote structured interface between Capital and TA Teams
• Develop Responsibility Matrix to establish who is carrying out what task in the projects area of the Turnarounds: • Event Integration Timeline and Key Milestone Dates
• Project Construction Plan and Contractors Being Considered for Pre-TA Field Work
• Turnaround Engineering Work Pack Expectations (e.g., WO Content, Engineering Drawings, Loop Drawings, Other Attachments)
• QA/QC Package Boundaries (Pre-TA / TA Interfaces)
• TA Execution Contractor Management Model, Contracting Strategy, and Contractors Being Considered for the Capital Work Scope
• Schedule Integration, Review and Optimization
• Project Contingency Plan
• TA Overhead Allocation Formula and Labor Estimate
• Project Control Plan (e.g., confirmation of who / how will cost projections be tracked and reported)
• Timing of Cost Estimates
• Drive project preparation status to meet event milestones. Communicate status routinely to wider event team
• Ensure scope input process is adhered to by relevant projects team
• Coordinate with planning & scheduling to create an integrated project/turnaround event that is combined in both schedule and execution
• Develop workpacks for all TA discipline scopes including all appropriate documentation.
• Liaise with project and cost engineers ensure detailed cost estimates are developed, including manhours and resources required to engineer, procure, and execute the approved project scopes
• Is the primary Technical team focal point for the Turnaround event, building relationships between Turnaround, PMC and Technical teams.
• Is responsible for coordinating the timely delivery of all engineering deliverables to the Turnaround organisation while ensuring quality exceeds the minimum requirement.
• Is a Turnaround core team member and will provide status updates on all project scopes; including long leads identification & ordering, engineering work pack development against milestones.
• Will be the conduit for technical queries that come from the Turnaround team and execution contractor regarding the Project scope. M&R inspections and reliability core team members will field TQs for M&R scope.
• May act as scope owner for some project scopes.
• Will interface with Project Engineers, TAR, PMC and SCM to support materials ordering, fabrication tracking, storage, preservation, and delivery to site.
• Will attend and / or ensure appropriate projects representation at:
• TA Core Team Meetings
• TA Contractor Strategy Meetings
• TA Schedule Optimization Sessions
• TA Peer Reviews
• TA Cost Reviews
• TA SIMOPS reviews and
• TA DRB Meetings
• Will ensure appropriate TA representation at project scope constructability reviews.
• Will coordinate new/late scope input (TAW’s) of project scopes including facilitating investigation into why scope is late.

Execution
• Coordination of engineering support resourcing, coordinating support for emergent work scopes.
• Will co-ordinate the site Technical support organisation for event execution, including ensuring that the scope owners have prepared their PSSRs and the site team is suitably staffed to complete the walk downs
• Will provide routine status updates of PSSR close-outs
• Support timely response to TQs and specific hold points, for project scopes within TAR – e.g. construction modifications, deviations to standards/design, key hold point inspections, PSSR queries and coordinate walkdowns, MOC close out.
• Coordinate the TAW process during execution including workpack preparation

Post turnaround
• Close out TAR event as per IMPACT Milestones.
• Input into Lessons Learned workshop for Turnaround.
• Input into assessment of contractor’s performances.
• Input into Final Turnaround Report.
• Input into provisional work list for the next Turnaround.
• Support the Update and Archive all TAR documentation
