ConocoPhillips Alaska, Inc. is Alaska’s largest crude oil producer and largest owner of exploration leases, with approximately 1 million net undeveloped acres at year-end 2023. The company produced an average of 195 thousand barrels of oil equivalent per day (MBOED) in 2023. ConocoPhillips Alaska holds major ownership interests in two of North America’s largest legacy equivalent per day conventional oil fields, both located on Alaska’s North Slope: Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips Alaska owns and operates several fields on the Western North Slope. The company also has an ownership interest in the Trans-Alaska Pipeline System and owns and operates the Polar Tankers fleet.

Job Description

Willow Overview

Located on Alaska’s North Slope in the National Petroleum Reserve (NPR-A), the Willow project is estimated to produce 180,000 barrels of oil per day at its peak. During construction, Willow is expected to create around 2,500 jobs, with a majority of labor provided by union workers. The development is estimated to create approximately 300 permanent jobs.

The economic impact of the Willow project will be sizable. According to the Bureau of Land Management (BLM) estimates, Willow could generate between $8 billion and $17 billion in new revenue for the federal government, the state of Alaska, the North Slope Borough, and local communities. The initial phase of Willow development will include a new Willow Central Processing Facility, three drill sites, pipelines, roads, bridges, and supporting infrastructure.

Willow will be a greenfield design including all processing facilities, utilities, drilling equipment, camp, and power generation.

The Project will require six (6) years of field construction commencing in 2023 and completing in 2028. Early construction work focuses on establishing infrastructure, gravel roads, bridges, airstrip, pipelines, and temporary and permanent camps. Later construction work focuses on the installation of process facilities on WCF and 3 drill sites.

Field construction commences in 2023 (Year 1) with limited civil construction. 2024 (Year 2) continues with civil construction and begins pipeline construction. 2025 (Year 3) continues civil and pipelines and on pad facility work starts with the installation of the permanent camp and infrastructure at the Willow Operations Center (WOC). 2026 (Year 4) completes civil construction, continues pipeline construction, and starts facility construction on the WCF. 2027 (Year 5) continues pipeline and facility construction work and work begins on the drill sites. 2028 (Year 6) completes pipeline and facility construction for the initial development phase.

The Willow project is approximately 9 million labor hours with a peak labor force of approximately 2000 FTE’s. The project scope includes the delivery of the following: roads, pads, bridges, airstrip, above ground pipelines/power cables/fiber optic cables, horizontally directionally drilled under river pipeline bores, housing, utilities, warehouses and shops, process modules, pipe racks, and all interconnection scope.

Description

The Willow Construction Supervisor reports to the respective Willow discipline superintendent and is a core member of the Willow Construction Team. The position is responsible for the safe and successful delivery of the assigned Willow construction scope. Reporting to the construction supervisor are construction coordinators who help to oversee the day-to-day field activities. Assisting the supervisor are field planners who aide with coordination and prioritization of work scope as well as analyzing contractor progress against the plan.

The Construction Supervisor is accountable for reviewing engineering drawings, verifying material quantities and type are suitable to perform the work, identifying and mitigating execution issues, identification and release of any constraints, review and acceptance of contractor execution plans, and supporting the construction readiness process prior to contractor field mobilization. Upon mobilization the Construction Supervisor is accountable for monitoring construction progress and performance, identifying and resolving SimOps issues, providing input on the prioritization of critical activities to contractor leadership, and ensuring the health and safety of all field personnel.

The Construction Supervisor is a specialist, knowledgeable in all aspects of construction installation methodology and contract management. The Construction Supervisor possesses a specialized skillset in at least one aspect of the construction industry: Civil (Ice, Gravel, Bridge erection, & VSM/Piling), Pipelines, Structural Steel Erection, Mechanical (Piping, HVAC Systems, & Rotating Equipment), or Electrical, Instrumentation and controls.

Your responsibilities may include:

As part of the Willow Construction Team the Willow Construction Supervisor is responsible to supervise assigned field construction activities, and to lead field safety and environmental performance as listed below:

Planning

  • Prepare the Construction Readiness checklist for each winter/summer campaign
  • Review construction permits and stipulations, engineering drawings, identify execution constraints, hazards, and finalize the field construction plan for each year’s work scope
  • Participate in the constructability process and provide feedback to the Willow planners
  • Provide input to the construction support strategies and processes (camps, aviation, ground transportation, construction equipment, fuel forecast, material delivery, and laydown requirements)
  • Actively promote Company knowledge sharing; apply best practices, synergies, and lessons learned from other projects and operations

Execution

  • Develop Company deliverables required in the Construction Readiness process
  • Support the construction readiness process, facilitate weekly Company and Contractor planning meetings, ensure Company and Contractor deliverables are reviewed and approved by the accountable function, ensure meeting minutes are being taken, distributed and maintained, and review the readiness checklist and receive approval from the Field Superintendent that all action items are satisfactorily addressed before approving Contractor mobilization
  • Ensure a smooth transition of the Construction Plan to the field
  • Provide oversight and supervise all assigned construction resources to ensure key project milestones are achieved and all company execution standards are met for scope, cost, quality, and HSE
  • Monitor Contractor performance of work through the Construction Key Performance Indicator Reports
  • Direct the Contractor in the areas of performance and performance improvement opportunities
  • Ensure periodic Progress/Performance Review meetings occur with Contractors, Construction Leadership and Project Management Teams
  • Interface with and provide oversight of construction contractor field leadership
  • Manage interfaces between field construction contractors
  • Manage day-to-day activities for all construction contracts to deliver requirements of contracts
  • Coordinate overall project execution including SIMOP’s activities with Drilling, Completions and Operations
  • Ensure implementation of the agreed upon execution strategy with respect to key priorities and milestones

HSE

  • Proactively lead HSE performance by communicating, fostering, supporting, and enforcing HSE policies, procedures, guidelines, requirements, and objectives
  • Perform jobsite walk-downs, review contractor THA/JHA, provide recognition for safe work execution and task planning.
  • Participate in onsite Contractor toolbox and safety meetings, reinforce COPA safety processes.
  • Enforce adherence to permit stipulations issued by regulatory agencies.
  • Facilitate weekly Predictive Indicator meetings with the goal of improving Contractor safe work behaviors through analysis of proactive measures performed by the Contractor.
  • Facilitate safety engagement meetings with Company and Contractor field leadership teams.
  • Participate in the COPA adopted Behavior Based Safety (BBS) observation system.
  • Implement and support the COPA Incident Free Culture (IFC) program with contractors through participation in IFC workshops, field engagements, and IFC instruction/training.

Basic/Required:

  • Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
  • Current/valid driver’s license
  • 10 or more years of construction industry experience
  • 7 or more years of construction supervision/management experience
  • 5 or more years of experience leading and delivering large construction projects
  • 5 or more years of experience managing interfaces involving multiple field construction contractors
  • Willing and able (with or without reasonable accommodation) to work in a remote work location on a 2 weeks on/2 weeks off work schedule

Preferred:

  • Bachelor’s degree or higher in Engineering, Construction, or foreign equivalent
  • 3 or more years of experience with ConocoPhillips Capital Projects Management System (CPMS)
  • 3 or more years of experience on ConocoPhillips North Slope construction or maintenance projects
  • 5 or more years of construction in Arctic conditions
  • Demonstrated performance as part of a team working on a large project and interfacing with project leadership
  • Ability to work collaboratively with other disciplines and across organizational boundaries
