Alaska Overview

ConocoPhillips is Alaska’s largest crude oil producer and largest owner of exploration leases, with approximately 1.2 million net undeveloped acres at year-end 2022. The company produced an average of 200 thousand barrels of oil equivalent per day in 2022. ConocoPhillips has major ownership interests in two of North America’s largest legacy conventional oil fields, both located on Alaska’s North Slope: Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips operates several fields on the Western North Slope. The company has an ownership interest in the Trans-Alaska Pipeline System (TAPS) and owns/operates the Polar Tankers fleet.

Willow Overview

Located on Alaska’s North Slope in the National Petroleum Reserve (NPR-A), the Willow project is estimated to produce 180,000 barrels of oil per day at its peak. During construction, Willow is expected to create around 2,500 jobs, with a majority of labor provided by union workers. The development is estimated to create 300 permanent jobs.

The economic impact of the Willow project will be sizable. According to the Bureau of Land Management (BLM) estimates, Willow could generate between $8 billion and $17 billion in new revenue for the federal government, the state of Alaska, the North Slope Borough, and local communities. The initial phase of Willow development will include a new Willow Central Processing Facility (WCF), three drill sites, pipelines, roads, bridges and supporting infrastructure.

Description

This role is accountable for the planning and supervision of all Willow Facilities installation onsite on the North Slope of Alaska. The Facilities scope will be executed as a program over five years 2024-2028, this role is critical to ensure each phase supports key milestones and is planned and executed in accordance with the Willow Project schedule.

The Willow Construction Superintendent Facilities will be the main contact for Facilities Installation Contractor(s). The Willow Construction Superintendent Facilities shall provide input to all RFI’s, RFQ’s as well as participate in bid evaluation processes where facilities is part of the scope or interfacing with.

Prior to mobilizing to the field, this role provides construction planning support and constructability input on the engineering design and deliverables including the fabrication and installation phases of the work. Detailed planning for the north slope installation work scope associated with Willow Facilities including reviews of the construction installation contractor(s) work packs, pre-mobilization readiness, mobilization of equipment and personnel and validates all materials/ancillary equipment needed to execute the scope(s) are in place through supporting functions.

During execution, the role mobilizes to the field to oversee contractor execution and manages interfaces with Drilling, Operations, Heavy Haul contractor, as well as other contractors executing work scopes on the Willow Project, including SimOps coordination with Western North Slope (WNS) and Greater Kuparuk Area (GKA) activities.

The Willow Construction Superintendent Facilities is functionally a direct report to the Willow Facilities Construction Lead as part of the greater Willow Construction Team.

**PLEASE NOTE** this position will initially work out of Houston (Wood Engineering Building) on a standard work schedule and will transition to North Slope rotational schedule (2 weeks on/2 weeks off) in January 2025.

Your responsibilities may include:

Planning

  • Review and provide feedback on the overall construction plan to ensure key project milestones are met
  • Support the development of contract and procurement strategies, Requests for Proposals (RFP’s) and participate in evaluation of contractor(s) proposals and make recommendations for award as part of the evaluation team
  • Provide input to and implement the construction support strategies and processes (camps, aviation, ground transportation, construction equipment, and laydown)
  • Actively promote Company knowledge sharing; apply best practices, synergies, and lessons learned from other projects and operations
  • Ensure implementation of the Construction Readiness Process to verify Company and Contractor(s) are prepared for field construction

Execution

  • Provide oversight to all assigned construction resources to ensure company execution standards are met for scope, cost, quality, and key project milestones are achieved
  • Ensure the Readiness Checklist is completed, and that all action items are satisfactorily addressed before approving Contractor mobilization
  • Ensure a smooth transition of the Construction Plan to the field
  • Measure and monitor the Contractor’s performance of work through the Construction Key Performance Indicator Reports
  • Direct the Contractor in the areas of performance and performance improvement opportunities
  • Ensure periodic Progress/Performance Review meetings occur with Contractors
  • Participate in candidate selection process in support of the overall construction resource plan
  • Interface/oversight of contractor field leadership
  • Direct supervision and leadership of on-site staff overseeing the execution the project
  • Actively supporting the accountable lead in ensuring that construction processes are optimized and in control. An example would be ensuring the Construction Supervisors and Construction Coordinators are trained, have all the tools required to perform the work, and that they are operating within established boundaries
  • Manage interfaces between contractors
  • Manage day-to-day activities for all construction contracts to deliver requirements of contracts
  • Coordinate overall project execution activities with Drilling, Completions, Operations, Commissioning and Heavy Haul contractor
  • Ensure implementation of the agreed upon execution strategy with respect to key priorities and milestones
  • Onboard all assigned resources and verify satisfactory working knowledge of all Company processes and assigned project scope to ensure successful execution of the work

HSE

  • Lead HSE performance by communicating, fostering, supporting, and enforcing HSE policies, procedures, guidelines, requirements, and objectives
  • Perform jobsite walk-downs, review contractor THA/JHA, provide immediate recognition for safe work execution and task planning
  • Participate in onsite Contractor toolbox and safety meetings, reinforce COPA safety processes and provide recognition
  • Ensure the complete implementation of Company safety processes and initiative as well as understand and enforce adherence with permit stipulations issued by regulatory agencies
  • Facilitate weekly Predictive Indicator meetings with the goal of improving Contractor safe work behaviors through analysis of proactive measures performed by the Contractor
  • Facilitate safety engagement meetings with Company and Contractor field leadership teams
  • Implement the CPAI adopted Behavior Based Safety (BBS) observation system with contractors. Review and action compiled observation data, provide recognition of safe work behaviors and support improvement in areas of deficiency

Basic/Required:

  • Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
  • Current/valid driver’s license
  • 10+ years of projects experience in construction supervision/construction management
  • 10+ years of experience leading on site teams/contractors executing projects
  • Basic level knowledge of Arctic construction and/or fabrication
  • Basic level knowledge of SIMOPS with Drilling, Completions, Commissioning and Operations
  • Willing and able (with or without reasonable accommodation) to travel up to 25% on a yearly basis
  • Willing and able (with or without reasonable accommodation) to work in a remote work location on a 2 weeks on/2 weeks off work schedule starting January 2025

Preferred:

  • Bachelor’s degree or higher in Engineering, Construction, or related field or foreign equivalent
  • 5+ years Arctic construction/fabrication experience
  • 5+ years experience managing multiple contractors
  • 1+ years experience with ConocoPhillips Capital Projects Management System (CPMS)
  • Advanced technical competence and an understanding of Facility installation requirements as they apply installation in remote arctic locations
  • Advanced interpersonal, written, and verbal communication skills
  • Demonstrated performance as part of a team working large project and interfacing with project leadership
  • Continuously demonstrates strong adherence to Company SPIRIT values
  • Strong multi-tasking skills with ability to manage multiple ongoing activities
