Alaska Overview

ConocoPhillips is Alaska’s largest crude oil producer and largest owner of exploration leases, with approximately 1.2 million net undeveloped acres at year-end 2022. The company produced an average of 200 thousand barrels of oil equivalent per day in 2022. ConocoPhillips has major ownership interests in two of North America’s largest legacy conventional oil fields, both located on Alaska’s North Slope: Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips operates several fields on the Western North Slope. The company has an ownership interest in the Trans-Alaska Pipeline System (TAPS) and owns/operates the Polar Tankers fleet.

Willow Overview

Located on Alaska’s North Slope in the National Petroleum Reserve (NPR-A), the Willow project is estimated to produce 180,000 barrels of oil per day at its peak. During construction, Willow is expected to create around 2,500 jobs, with a majority of labor provided by union workers. The development is estimated to create 300 permanent jobs.

The economic impact of the Willow project will be sizable. According to the Bureau of Land Management (BLM) estimates, Willow could generate between $8 billion and $17 billion in new revenue for the federal government, the state of Alaska, the North Slope Borough, and local communities. The initial phase of Willow development will include a new Willow Central Processing Facility (WCF), three drill sites, pipelines, roads, bridges and supporting infrastructure.

Willow will be a greenfield design including all processing facilities, utilities, drilling equipment, camp, and power generation.

Description

The Project Engineer will be responsible for overseeing multi-discipline procurement packages (including mechanical, piping, structural, civil, and architectural packages). In addition to the procurement packages, the Project Engineer will be responsible for leading the engineering, procurement, and delivery of the phase 3 and 4 truckable fabrication scope (inclusive of pipe racks, platforms, and modules).

The position requires leadership and ability to coordinate engineering, procurement, and construction support.

The Project Engineer will report to the Willow Project Mechanical Lead. This position will be located at the Engineering and Procurement Contractor’s office in Houston, TX.

Your responsibilities may include:

  • Resolve, coordinate, and expedite resolution of issues that the Engineering Contractor is having difficulty bringing to resolution
  • Lead the development of the RFP package, evaluation, and award of the phase 3 and 4 truckable fabrication scope and thereafter act as the lead for execution of the scope
  • Coordinate with both Company and Contractor discipline Engineers to ensure swift resolution of design issues and technical evaluations
  • Verify all technical requirements for the procurement packages and closely collaborate with the Project Supply Chain Team for vendor selection and procurement package delivery
  • Manage technical support between the engineering home office, vendors, and fabrication site
  • Ensure all requirements related to HSE, schedule, and quality are met
  • Coordinate Technical Query responses and project specification deviations.
  • Serve as Company point of contact for their packages
  • Ensure project objectives are met and project activities / work are performed and completed according to schedule
  • Actively support and promote ConocoPhillips Alaska IFC “Incident Free Culture” with employees and contractor’s personnel
  • Be an active and visible role model and promote motivation, good communication and a positive work environment
  • Actively promote Company knowledge sharing; apply best practices, synergies, and lessons learned from other projects and operations

Qualifications

Basic/Required:

  • Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
  • Bachelor’s degree or higher in Engineering or related field or foreign equivalent
  • 7+ years of projects or engineering experience in the oil and gas industry
  • Beginner level knowledge of rules, regulations, standards, and specifications applicable for major oil & gas facility design
  • Willing and able (with or without reasonable accommodation) to travel up to 20% of the time on a yearly basis

Preferred:

  • 5+ years experience leading contractor engineering and procurement resources
  • 1+ years experience performing fabrication and packaged equipment bid evaluations
  • 1+ years experience leading fabrication contracts
  • Intermediate knowledge of industry design and equipment standards
  • Advanced interpersonal, written, and verbal communication skills
  • Demonstrated performance as part of a team working on large capital projects
  • Ability to manage multiple ongoing activities
  • Listens actively and invites dialogue for shared understanding, then influences and acts to drive performance and achieve results
  • Builds strong relationships based on trust and seeks collaboration across organizational boundaries to achieve goals
  • Drives thoughtful and pragmatic change, encourages innovative thinking and continuous improvement, and models adaptability through resourcefulness, flexibility, and positivity
