Alaska Overview
ConocoPhillips Alaska, Inc. is Alaska’s largest crude oil producer and largest owner of exploration leases, with approximately 1 million net undeveloped acres at year-end 2023. The company produced an average of 195 thousand barrels of oil equivalent per day (MBOED) in 2023. ConocoPhillips Alaska holds major ownership interests in two of North America’s largest legacy equivalent per day conventional oil fields, both located on Alaska’s North Slope: Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips Alaska owns and operates several fields on the Western North Slope. The company also has an ownership interest in the Trans-Alaska Pipeline System and owns and operates the Polar Tankers fleet.

Job Description

Willow Overview

Located on Alaska’s North Slope in the National Petroleum Reserve (NPR-A), the Willow project is estimated to produce 180,000 barrels of oil per day at its peak. During construction, Willow is expected to create around 2,500 jobs, with a majority of labor provided by union workers. The development is estimated to create approximately 300 permanent jobs.

The economic impact of the Willow project will be sizable. According to the Bureau of Land Management (BLM) estimates, Willow could generate between $8 billion and $17 billion in new revenue for the federal government, the state of Alaska, the North Slope Borough, and local communities. The initial phase of Willow development will include a new Willow Central Processing Facility, three drill sites, pipelines, roads, bridges, and supporting infrastructure.

2027 – 2029 – Willow Central Processing Facility / Drill Site North Slope Installation and Commissioning

Willow will be a greenfield design including all processing facilities, utilities, drilling equipment, camp, and power generation.

Description

As a key member of the Willow Supply Chain team the position is responsible sourcing, formation (pre-award) and administration of infrastructure contracts for the Willow development. This position ensures contractual and commercial compliance to Corporate and Willow Project requirements for the following major scopes:

  • Module and structural fabrication
  • Camps and camp support services
  • Temporary Infrastructure
  • Civil support services

The Supply Chain Specialist is expected to collaborate with key project management team members, Corporate SME(s) and contractors/suppliers to source and manage contracts that meet the quality, cost and schedule delivery requirements for the Willow Project.

Your responsibilities may include:

  • Accountable to execute assigned sourcing and contracting / procurement requirements and meet critical Project schedule deadlines
  • Gather market and contractor information through market intelligence and RFIs
  • Evaluate potential contractors’ suitability in accordance with Company and Project specific qualification criterion
  • Responsible for contract formation (pre-award) of contracts, including but not limited to terms & conditions, commercial contract schemes and contract agreements / exhibits
  • Development and recommendation of contractor negotiation strategies
  • Ensure contractors and suppliers conformance to contract terms and conditions and deliverable requirements
  • Responsible for contract administration including contract claims, changes and documentation
  • Successful management of Project contract interfaces: contracting, purchasing, expediting, HSE, QA/QC, logistics, materials management and other project functions
  • Collaborate with Project Services (e.g. cost control, planner, etc.) and Project field representatives to monitor contract value against budgetary expenditures and invoice rate validation
  • Responsible for development and active participation in post award contract requirements, including but not limited to KPIs, meeting facilitation and proactive issue resolution
  • Responsible for closing-out of contracts to release contractor and related claims
  • Responsible for effective transition and handover of contract documentation and other requirements for operational start-up
  • Collaborate with the Corporate and BU Supply Chain organizations
  • Participate on the Incident Management Team as required including exercises and training

Basic/Required:

  • Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
  • Bachelors’ degree or higher in Business, Finance, Supply Chain, Engineering, Construction Management or foreign equivalent
  • 3+ years of Supply Chain Management and contracts experience
  • Advanced level knowledge of commercial strategies and market dynamics
  • Advanced level knowledge of contracting and procurement for engineering, procurement, and construction for major upstream capital project or operations activities
  • Advanced level knowledge of leading strategies, negotiations, and deliverables for complex scopes and large spend (greater than $10MM) contracts
  • Intermediate understanding of contract ramifications to HSE and Quality
  • Willing and able (with or without a reasonable accommodation) to travel to the North Slope up to 10% of the time during summer and winter construction seasons

Preferred:

  • CPM and or PMP professional designation
  • 5+ years of Supply Chain experience with construction contracting emphasis
  • 1+ years experience working in remote Arctic or offshore environment
  • Intermediate knowledge of local Alaska and Global markets
  • Advanced level communication (oral and written) and interpersonal skills required to work in a dynamic project team environment and be influential
  • Advanced level ability to analyze/interpret information effectively to solve problems and recommend decisions

  • Builds strong relationships based on trust and seeks opportunities to collaborate across the matrix/organizational boundaries to achieve business goals
